Each night hundreds of buyers, sellers and porters assemble at a market in Phu Ly City, in the northern province of Ha Nam, to do undesirable work for small wages. Agricultural goods The market, colloquially named "Am Phu", or "Hell's Market, which opens around midnight and closes at 5am, is one of the large wholesale markets providing and transporting agricultural goods from farmers to the retail sector. While most of the population is asleep, traders are just beginning their days trying to sell their goods at the market. They come from almost all neighbouring districts and other localities such as Hanoi, Nam Dinh, Ninh Binh and Thai Binh. Mrs Thu, a long-tme trader at the market, said, "This is the wholesale market so the early bird gets the worm here. We have to get here early because, during the daytime, we are working in the fields". Since traders and buyers usually know each other, deals are often done quickly and without bargains. Around 1:30am is the time when "Am Phu" Market is the most active. Tran Van Khang, who has been a trader at the market forr nearly five years, said that he is there daily, except for the Tet holiday or when the weather forbids it. Despite its reputation, the market also attracts porters who are desperate to earn money, transporting goods for as little as VND70-100,000 (USD3.33-4.76) per day. However, even that small amount is not guaranteed. Customers may or may not need their services, and many wait around in vain for work. Agencies urged to save catfish growers

A meeting held by the Ministry of Agriculture and Rural Development on Monday initially intended to form a preliminary figure on catfish consumption turned out to be an urgent discussion on what should be done to assist catfish growers and exporters in the Mekong Delta provinces. Growers sell catfish in Can Tho Catfish prices have recently dropped to only VND18,000 (USD0.86) a kilogram from its VND25,000 (USD12) peak, creating huge losses for farmers, while fish processors and exporters have also failed to buy any product due to a capital shortage. Duong Thanh Thai, who grows catfish in Dong Thap Province's Thanh Binh District, said the cost price for a kilogram of catfish is currently VND25,000, which means he incurs a VND7,000 (USD0.4) loss on every kilogram of fish he raises. "Feed prices have soared by 40 percent against the same period last year, but I still have to feed the fish every day," he said. "The longer I grow the fish, the bigger the losses I suffer." Meanwhile Tran Van Hung, a catfish tycoon, said businesses have to sell their products at a loss to ease the capital shortage while banks have tightened credit. "Importers know of our hardship so they have repeatedly lowered buying prices," said Hung, who is the chairman of the Hung Ca Co Ltd. "Moreover, at the ongoing Viet Fish seafood exhibition, some firms are offering to export catfish fillet at only USD2.2 a kg, sending prices slumping further." Hung said accessing bank loans is now impossible, as the institutions always ask for collateral. "But this is infeasible as we need to invest VND6-8 billion (USD289,000-383,000) on every hectare of catfish farm," he said. Duong Ngoc Minh, deputy chairman of the Vietnam Association of Seafood Exporters and Processors (VASEP), said the unhealthy competition between some local catfish exporters has exacerbated the situation. "The mess should be cleaned up as soon as possible, otherwise both growers and exporters will fail to survive the problem," he shared. There are some 3,900 hectares of catfish farms in the Mekong Delta provinces, around 1,300 hectares of which will reach harvest time between June and August, with a total production of 400,000 tonnes of fish. Another yield of 700,000 tonnes will also be taken by year-end. Money first The Minister of Agriculture and Rural Development said prices have fallen sharply due to the imbalance between supply and demand. "Supply has outgrown demand while global catfish prices have also slumped, resulting in the domestic price plunges," he said. He urged relevant agencies to quickly assist farmers and businesses. "At first we should ensure that firms have money to buy fish for export," he said, adding that the State Bank of Vietnam has recently ordered banks to extend debts for catfish businesses and creat conditions for them to access loans. The Ministry of Finance has also sought permission from the government for an assistance package worth VND9 trillion (USD430 million) for the catfish sector, he added. The minister also reminded banks to closely monitor their loans to ensure that businesses will not use the money for purposes other than buying catfish. Gas prices continue to fall

Gas prices in Vietnam are expected to drop further due to lower prices in the world market. Representatives from gas wholesalers said that the global market has been seeing a continuing decline in gas prices. Last weekend, contract prices decreased by an average of USD130 per tonne, compared to USD722.5 per tonne at the beginning of the month. If the decline continues through the end of June, gas retail prices will be reduced by VND38,000 (USD1.8), to around VND310,000 (USD14.76) per 12-kg canister. These representatives added that they received a report from the Dung Quat Oil Refinery, saying that they will resume operations on June 7. In early June the refinery halted its operations for maintenance, but contracts for the fuel were complemented by imports. Lower gas prices have boosted demand, to the benefit of traders. Low prices force farmers to sell paddy to duck breeders

Some farmers in the Mekong Delta region have been forced to sell their farms to duck breeders as a result of falling prices. Farmers in Mekong Delta worry about their livelihood Farmers in Vinh Long Province have harvested 26,000ha of summer-autumn paddy, but they are worried about low prices and the difficulty of selling their crops. The price for one kilogramme of IR 50404 has dropped to just VND3,700 – 3,800 (USD0.17). Meanwhile, traders are not interested in buying because of low demand. In some cases, traders are even willing to take the loss of their deposits to farmers, VND1-2 million (USD47.6-95.2), if farmers are unwilling to store the rice until prices rise. Tran Van Chinh in Vi Trung Commune, Vi Thuy District, Hau Giang Province sold 1,500 square metres to duck breeders for VND3.75 million (USD178.57). In addition, due to uncommonly wet weather this year, many farmers operating costs went up because they had to lease farming equipment. According to some farmers in Vinh Long and Hau Giang provinces, at the beginning of the season, fees harvest machines cost just VND260,000 (USD1.23) per day to rent, but now have increased to VND300,000 (USD14.2). The fees are even higher for fields affected by bad weather. In many localities productivity has been quite low. In Vinh Long, a total area of 26,000 hectares yielded just 6.7 tonnes per hectare. Several districts in Tien Giang and Hau Giang have seen even lower rates of just 5.8 or 5.3 tonnes per hectare. Farmers in Soc Trang Province complain that, not only are harvesting costs higher, but fertiliser has gone up too, increasing to VND560,000-580,000 per bag compared to just VND480,000-490,000 at the beginning of the winter-spring crop. Hanoi punishes officials for construction management violations

Hanoi district authorities criticised and punished around 20 officials for violations related to construction management in 2011, said the municipal People's Committee. Municipal authorities struggle with HCM City traffic

In the latest report from the Traffic Safety Committee in HCM City, until this June, the metropolis has had 5.7 million vehicles, with 508,000 cars and 5.2 motorbikes. HCM City traffic causes administrative problems In HCM City private vehicles have surpassed all forms of public transportation for ten years, and the trend is continuing. The HCM City Transport Department would like to reduce the number of private vehicles. Since 2007, municipal authorities there have come up with a number of measures aimed at bettering the situation but they have proven ineffective. The HCM City Transport Department's main focus this year has been to make feasibility studies on the effect of adjusting transport fees on personal vehicles entering the city during rush hour in order to reduce traffic. Currently the results of the study are being analysed, and new plans are expected to result. During the first half of the year, aside from efforts to educate the public on traffic safety laws, the administration has also added stricter penalties on violations, collecting a total of about VND151 billion (USD7,217,973). In addition, the city has mobilised volunteers, including young people, precinct police and night watchmen to enforce traffic regulations. The same report, however, added that, up until May 25, there were only two traffic jams which lasted more than a half hour in the city. This would represet a 91% reduction of traffic jams from the same period of the year before. Another report, from the Traffic Safety Committee of HCM City, concluded that the reduction in percentage was a mere 80%. An official of the committee also said that illegal racing has not been a problem recently, although during holidays there have been large groups of motorbike racers on the streets of HCM City. Traffic police have manned positions on a nightly basis with maximum capacity to deal with this problem, he said, adding that the number of violators caught has gone up dramatically, with about 8,000 tickets being handed out and 4,000 motorbikes having been impounded. Inflation tamed, but economic growth falters

The CPI this June was the lowest it has been for the last 38 months, with only a 6.9% increase from the same period last year. Government stimulus package to give relief to struggling businesses Inflation was kept low even after the deposit interest ceiling was reduced to 9% per year, and was 0.26% less than the levels of May, the first decrease in 38 months. The CPI rose by only 2.52% from December last year causing optimism about meeting the national target of 7-8% inflation. According to a forecast of economists in Vietnam Centre for Economic and Policy Research (VEPR) under the Hanoi's Vietnam National University, this year inflation will remain around 6.2%. Domestic CPI has risen by 12.2% in this first six months compared to the same period last year. According to data from statistical offices decreases in inflation were reported in the country's two major cities, 0.17% for Hanoi, the largest fall in 10 years, and 0.43% in HCM City, the biggest decrease in 23 months. Nationwide, the price of food products was down by 0.23-0.78%, while prices in the food service industry increased by 0.6%. The Ministries of Industry and Trade and Finance reduced the price of petroleum, helping to reduce transport fees by 1.64%. Prices of housing and construction materials were down by 1.21%, telecommunication by 0.02% and entertainment and tourism by 0.27%. However, prices of beverages and cigarettes rose 0.33%, clothing by 0.62%, household appliances by 0.46%, education by 0.1% while the price of USD was by 0.2%. Around 70% of enterprises incurred losses in the first quarter and 22,000 enterprises stopped operations or went bankrupt and the GDP in the second quarter rose by only 4.5%. Some measures have been taken by management agencies to assist with the growth problem, including salary increases, interest rate reductions and setting a credit growth target of 2% each month. The Vice PM, Nguyen Xuan Phuc, said that, until the end of this year, The Government create a stimulus package that will pump VND21 billion (USD1,002,865) a month in to the economy, adding that inflation is not expected to become a problem again in coming years. After a recent NA session, some major measures were passed to support enterprises and people, including reducing taxes on businesses by 30% in 2012 and adding personal income tax exemptions for individuals in the lowest brackets from July 1 to December 31. Hanoi suffers qualified housemaid shortage

A number of companies are dashing to recruit and provide training courses for home helpers to serve increasing demand by high-income families or foreigners. Nguyen Thuy Nga, Director of a company in Tay Ho District, Hanoi that specialises in training domestic helpers for foreigners, said, "We always face difficulties in selecting people, particularly those with foreign languages and the necessary work experience. Plus they've got to have good health and personality." Domestic helpers need training Trained housemaids can receive a salary of VND5-6 million (USD238-285.7) per month, depending their working time, compared to just VND1.8-2.5 million (USD85.7-USD119) for those lacking training. Phan Thanh Huong, 38, from Long Bien District, who was trained at a centre specialising in providing housemaids for foreigners, said, "I'm now working for a New Zealand family at Golden West Lake apartment block with a stable monthly salary of VND4 million. They're very kind and respect me." Most of people who come to cities to work as housemaids come from rural areas and they are unaware of these training centres, but families are requiring higher skilled home helpers as they want to employ not only those who are honest and diligent, but can also cook, use domestic household appliances and even understand psychology of children and the elderly. Vocation not temporary work The majority of housemaid training centres only introduce jobs to their learners, helping them to discuss salary with the families, but do not manage them. They have their contributors in localities to help introduce people for them. For reliable centres the quality of housemaid depends on the contributors' prestige. Do Tran Tuan, Director of a vocational training centre in Hoan Kiem District, said, "Just 60% of rural labourers coming to Hanoi to work as housemaids can retain the job for long time, while the rest quit the work due to missing their family or being ill-treated by the host. Families and housemaids rarely sign contracts; therefore, housemaids can stop working unilaterally when they feel unsatisfied with their employer. The situation that many families have to find housemaids is evidence of poor relations between the employee and the employer. According to the Labour Policy under the Hanoi Department of Labour, Invalids and Social Affairs, a dozen of job introduction centres operate in the city, but the department can only supervise their operation through their annual reports. Kindergarten graduation certificate rumour panics HCMC parents

Parents in HCMC are desperately trying to get a 'kindergarten graduate certificate' as rumours circulate that their children will not be allowed to enter first grade at infant without it. 80 children enrolled in Phong Lan school's summer course Minh, a parent in Binh Hung Hoa A Ward said, "I asked the headmaster at our local school and they said a certificate was required. Now we have to register our child at a public school in two months with a tuition fee of VND1.8 million (USD86)." In Go Vap District, the story is even stranger. A parent said, "My family is poor so we don't want to enrol our child at a kindergarten. But our ward officers said that we needed the receipt to prove that our child had gone to kindergarten, even for just a month is good enough. So we spent VND900,000 (USD43) for one month at a private school. If it's not enough, we just have to wait to enrol next year." In early June, parents in Tan Binh District's Ward 4 were also worried when the officers said only kids who went to kindergarten for at least two months could enrol into the local primary school. But both of the local kindergarten and primary school denied the information. Phong Lan Kindergarten in Binh Tan District is the only school which can provide the certificate, and it is receiving a large number of children. "Most of parents worry that their kids won't be accepted if they don't have the certificate." a teacher at Phong Lan School said. "Parents should ask the primary school officer to make sure such a certificate is necessary." Some rumours said that although private kindergartens can't provide the certificate, they could be bought at VND2-3 million (USD96-143). HCMC is one of ten cities implementing a project to universalise kindergarten education by the end of 2012. The false rumour was believed to have started because of various programmes such as the "Intensive kindergarten class" programme that was being implemented. This included local officials doing door to door visits to introduce kindergarten schools. Four-star Germans blast Greeks to reach Euro semis

Germany booked their place in the last four of Euro 2012 as Joachim Loew's side hammered Greece 4-2 on Friday after dominating their quarter-final. Vietnam continues with petrol price cuts

The Ministry of Finance has decided to lower petrol prices by VND300-VND700 per litre beginning June 21, the fourth cut so far this year. Retail prices of petrol RON 92 have been cut from VND21,900 to VND21,200 per litre. Petrol prices were cut by VND650-VND800 per litre on June 7. Prices of petrol A92 in Singapore have continued to decline since early April this year. On June 19, FOB prices for petrol A92 in this market dropped to USD98.5 per barrel from USD101.62 on June 18. Despite rising to USD98.8 per litre, the level remained at its lowest level for the past two years. The Ministry of Finance also decided to raise petroleum import taxes. The service often includes receptionists, fax system and other conveniences. These offices also provide support services, such as business registration certificates, tax declaration support and free web design." A number of hairdressers have started to offer hair plucking services to get rid of grey hair. For many this has become their main business. Vu Hai Minh, owner of hairdresser on Van Cao Street, Ba Dinh District, said that she had to hire extra staff to provide the service to the middle-aged customers. Although the prices are not high, the number of customers has made it profitable. Minh hopes to focus on hair plucking to make up for the decline in demand for other services. Pet care has also been taking off, particularly in the summer as families go on holiday. Prices depend on the the animal's weight; VND90,000 (USD4.28) for an animal weighing 1-10kg, VND130-150,000 (USD6.17.1) for 10-15kg and VND180,0000-200,000 (USD8.57-9.52) any animal over 15kg. Higher fees can be charged for extra care, such as better quality food, daily walks, playgrounds and even air-conditioned rooms. Apple fined $2.29 mln over Australian \'4G\' iPad

Apple was Thursday fined Aus$2.25 million (US$2.29 million) for "deliberately" misleading Australian consumers about the local 4G capability of its next-generation iPad. Justice Mordy Bromberg found that Apple misled people with claims in its advertising implying that the "iPad with WiFi + 4G" could connect with fourth generation cellular networks in Australia, when it could not. The judgement ruled that the company engaged in conduct liable to mislead the public and contravened Australian consumer law. "The conduct concerned was deliberate and very serious," Bromberg said. "It exposed a significant proportion of Australian consumers of tablet devices to a misleading representation." Apple offered in March to refund customers who felt they had been duped, and to publish a clarification about the popular tablet's capabilities. The product is now advertised outside North America as "Wi-Fi + Cellular" -- a change that came into effect on May 12 -- with a clear caveat on its Australian site that "it is not compatible with current Australian 4G LTE and WiMax networks." Earlier this month, the company agreed to settle the case with the Australian Competition and Consumer Commission, which initiated the proceedings. But Bromberg had refused to make an official ruling until he had details on how many iPads had been sold and were returned under the refund offer and further information on Apple's financial position. He said Thursday the risk of contravening Australian consumer law would have been "reasonably obvious" to Apple. "In that context, and in the absence of any other explanation, the facts to which I have just referred suggest that Apple's desire for global uniformity was given a greater priority than the need to ensure compliance with the Australian consumer law," he said. "Conduct of that kind is serious and unacceptable." The iPad was the world's best-selling tablet in the first three months of 2012, outgunning its Android-powered rivals, with sales more than doubling from a year earlier to send Apple's profits soaring.
